Hips 'not to blame' for property problems

Home information packs (Hips) have seen their reputation suffer because they have been introduced during a difficult time for the housing market, according to some estate agents.

Since inception 12 months ago, Hips have received criticism from some quarters, with a poll conducted for the government earlier this year finding that two out of five homebuyers did not feel they made the purchasing process any easier.
